It focusses on operational aspects.
It tells us the importance of energy monitoring but only when you have the right procedure so that people can take advantage of the information.
Our experience is that a humble organisation can reduce at least 10 % energy use with no or very low capital expenditure when rightly following the ISO 50001 guideline.

Case 1:

We were asked by a headquarter business operator to go to their overseas plant to sit in the final day of ISO 50001 assessment session by the 3rd party auditors for certification. Purpose was to evaluate if the plant operates under real purpose of EnMS as well as obtaining the certification. When joining the assessment the first impression was it was not EnMS audit but quality management audit.
Auditors were not assessing the system the way it should be operated based on “continual energy performance improvement”
Auditors were merely trying to point out what people may doing wrong instead of assessing people’s motives to improve. At the end of each session auditees were obligated to do much unnecessary and irrelevant homework as the condition of certification. This cost is enormous compared to certification itself. Unfortunately people normally regard auditors as masters and interpret what they say is right.
The lesson was the certification process could put organisation out of real purpose of ISO 50001 class EnMS when facing third party auditors who do not appreciate practical business aspect of EnMS and assess an organisation’s EnMS just like other management system.

Case 2:

We contracted ISO 50001 class EnMS implementation consultancy. The business operator had many young and motivated talents who understood the essence of EnMS with clear definition of EnPI, and after three month more than 3% energy use reduction resulted solely on operational improvement.
The top management decided to go for “ISO 50001 Certification”.
Then suddenly the direction of EnMS changed. EnMS operation team mind shifted to “certification”. Suddenly QMS related director took in charge. The management representative was ordered by him to create strange documentation using template of other company. Most of the activities defined in the approved action plan stopped. We could no longer verify savings at after 3%.
This status is ongoing even after 3rd party assessment for certification was conducted recently after 7 month since they decided to go for the certification.
No doubt any organisation would be able to obtain ISO 50001 certification contracting CB (certification body) assessment. However it is not worth it by surrendering enormous benefit of profit gain achieving from “continual performance improvement” just to obtain certification.

We took initiative to update the activities and policy of UBA for energy users in Japan who are having hard time in capitalising the benefits of ISO 50001 which promotes "Sustainability Business Development" from the global perspectives, hoping it will bring some references to the essence of EnMS. UBA is sending out their messages not only within Germany but extends beyond Europe in the global scale. By questioning how UBA tackles with environmental and energy efficiency issues, how they communicate with the stakeholders, forming teamwork, and while observing there is no trace for the government to enforcing the guideline, we start to see why German energy users are moving towards certification.
